In November 2001, Annette Carla Clark was abducted from New Paltz, New York
to Cuernavaca, Mexico by her non-custodial mother, Gloria Torres Velez
Clark. Her father, Steve Clark, has full custody of Annette and has been
searching for her. There is a U.S. federal warrant for the arrest of
Gloria Torres Velez Clark.
Annette's maternal grandmother, Victoria Velez Aranda, lives in Cuernavaca,
Mexico and Annette has been seen at her home numerous times. Gloria's
siblings also live in or near the area and the family continues to hide
Annette and Gloria.
Gloria Torres Velez and Annette Carla Clark were last seen in the town of
Colima, state of Colima, Mexico in October of 2007. Annette was placed in a
DIF (Mexican family services) facility and returned to her mother in an
extrajudicial (illegal) action before her father could complete pending
legal action to have her returned to the United States.
Throughout this ordeal, Mexican agencies and officials have acted with
deceit, criminality and malfeasance, violating international law and
international agreements such as the Hague Convention on the Civil Aspects
of International Child Abduction and the UN Convention on the Rig hts of the
Child. These agencies and officials have also violated Mexican criminal
statutes against the abduction and hiding of a minor. The actions of DIF
(Mexican family services) in Cuernavaca and Colima have been particularly
reprehensible. Mexican conduct in this case is one small example of a larger
problem of a failed state.
If you spot Annette or her mother in Mexico, do not contact Mexican
agencies. Please contact the FBI or Citizen Services at the U.S. Embassy in
Mexico City, or contact us at this site. The abducting family will react
with hostility if you approach them about this matter. Annette will likely
exhibit traits of extreme parental alienation and Stockholm Syndrome.
International parental kidnapping is a serious form of child abuse. Help
reunite Annette with her father, Steve Clark, and other family members who
continue to look for her, with the hope she will have a chance to come home
to the life that was stolen from her.
Annette's ears are pierced. She uses the name Carla. She also uses her
mother's maiden name Torres Velez. Annette is light-skinned. Annette has a
fraudulent birth certificate issued by the municipality of Jiutepec in the
state of Morelos.
